The focus of the event, speech contest in different languages such as Mandarin, Taiwanese, English, and Japanese, were scheduled for 60 participants from home and abroad.

Chu shared his English learning experience during the speech, and he said that when he was a collage student, he would seize every chance to talk in English or speak on the stage. Thanks to all these opportunities and motivation, he finally could study abroad.

In addition, he pointed out that regardless what language a speaker used, one should speak truly and naturally from his heart. The same theory implied to civil servants; they should listen to citizens and understand their needs.
